Kathryn Lybarger, president of American Federation of State, County and Municipal Employees Local 3299, has been elected president of the California Labor Federation.

The federation is headquartered in Oakland and has a legislative office in Sacramento. Lybarger succeeds state Senator Connie Leyva, D-Chino, who left the post after being elected to the legislature in November.

A UC Berkeley lead gardener, Lybarger was elected president of AFSCME Local 3299 in 2011 and re-elected in 2014. She will continue to serve as president of AFSCME 3299. Local 3299, which calls itself the University of California’s largest union, is based in Oakland.

The California Labor Federation is comprised of more than 1,200 unions representing 2.1 million workers across California in manufacturing, retail, construction, hospitality, health care, entertainment, the public sector and other industries.
