Member Action Teams & MAT Leaders


The Member Action Team or MAT is AFSCME Local 3299’s organizing and representation structure at the University of California.

A MAT leader is the first point of contact for workers when issues come up on the job. AFSCME 3299 MAT Leaders function as “shop stewards,” helping their colleagues enforce their contract, identify worksite problems, develop solutions, and fight for change on the shop floor.

Through workplace actions, MATs at UC have helped their coworkers win fights including:

  • Respectful treatment by supervisors
  • Fair promotions
  • Improved shift differentials and overtime rules
  • Fair scheduling
  • Wage equity and parity
  • Respect for seniority in the workplace

As the first line of defense for AFSCME Local 3299 represented UC Workers, MAT leaders also help the union’s Executive Board and Bargaining Committees identify key priorities and organize members to support the union’s collective bargaining and contract enforcement initiatives. Finally MATs help implement Local 3299’s political program.

MAT Leaders are supported by a structure of MAT Captains—the most experienced AFSCME 3299 member leaders on each campus—as well as AFSCME Local 3299’s campus organizing staff.
